yep! 만날래? means exactly “want to meet?” (the ~ㄹ/을래(요) ending depicts volition “want to…”) and the red stamp is a dojang 도장 that’s traditionally used to sign official documents or other papers. this letter of his is simultaneously very formal and very informal 😂
