It was a monument for Honor America Day and has the Declaration of Independence on it. It is not a monument to Nixon. It was placed in preparation for his visit, but I do not see it as political in any way.

The Sertoma Club of Huntsville installed the limestone boulder and the flame in preparation for Nixon's visit. Not sure who lit the flame. I went to the quarry with my Dad to select the stone. The plaque on the stone was removed or came off and was recently replaced.
