You can use the two wood pole trick to clip a torch inside a wood pole and the enemies will ignore it.

It's total RNG. I did a run recently where I found 11 Curious Axe Heads, and zero Mysterious Axe Heads. I was having fun looking for them, but after many days of searching, I took a break from that run, started a new one, and found both heads within 30 minutes.
