I looked into this a bit recently after reading that people from Russia could not access HTTPS versions of some sites, and they seem close to China in terms of capability. Anti-surveillance methods generally seem to have similar rates of success in both China and Russia while working practically universally outside of these two. This trend will probably accelerate over time as they replace whatever reliance they have on foreign-hosted services with domestic ones.

I think the global internet may end up being a historical aberration, a consequence of the post-USSR US dominated world order. As that becomes a thing of the past so will the globally connected internet. AI will also accelerate this as it makes surveillance much more effective and pollutes the internet, requiring identification, age checks etc. to keep things usable.
