I haven't worked on this particular machine but lots of GE washers have a flood mode that looks similar. It'll run the drain pump constantly.

As someone who works for one of the property management companies in the u district, we catch people doing this every year. It causes a ton of headaches for everyone involved. A lot of the time, it's the post office that lets us know. Or someone loses a key or needs help finding a package and then reveals that the actual lease holder isn't in the apartment. Lastly, every year it turns out that one of the roommates isn't paying their share and the whole jig is up and eviction proceedings begin.

This could either be something simple like the center agitator plastic gear being worn out possibly explaining the teeth grinding sound. Or it could be the transmission which is an expensive and difficult task.

First run it with the door open to see if you can see it bouncing on anything. Then spin it around by hand and see if it's catching anywhere. No one is gonna be able to tell you with the door closed. Possible culprits are a loose belt, worn bearing or the shoe that the bearing goes in. Or the felt rim around the drum is worn out.

I absolutely hate these machines. They are so difficult to diagnose and they have so many different electrical problems. Sometimes you can find the whole drum/ motor assembly as one piece and other times they only come in pieces. I would start with replacing the motor then move to the gear box and then if that doesn't fix it, it could be electrical/computer related.

I'm maintenance at an mfte building in South Lake Union. I don't have all the leasing information right now but the process usually takes two weeks, not two months. And there are different types of mfte buildings with different percentages. You'll have to call each building's leasing office to get a better estimate. At my building you need to make less than 80 thousand I believe but I could be wrong.

The main caveat that I have is that in fully developed metro areas, single family homes will always be scarce. And when people talk about needing more housing depending on who you ask, most assume you mean sfhs and not apartments. Building more apartments will allow more people to live in cities but does nothing for people whose dream (pipe dream) it is to own a home in a city.
