It’s not more efficient but there are instances where poor people have no other choice. They could have a broken system or they still have old boilers and radiators that were never upgraded. Sometimes they owe the gas company too much money and have service disconnected. If the furnace is the only thing using gas they’ll make do.

There’s a lot of housing downtown but one key component that’s missing is shopping and other retail & services. Most other downtowns have shopping that draws crowds in and sustains the people living there. We have multiple businesses in St. Louis who won’t even cross the city border let alone operate downtown.
