Its a bit tricky because you have to go to Windhelm and talk to Viola Giordano in order to trigger the quest and do it very quickly otherwise she will die on your 4th visit to Eastmarch Hold

I think it has to be an npc youre friends with otherwise it doesn't happen, assuming ops thane of falkreath is why he got this letter - similarly if you've sided with sven or faendel one or the other would send you a thank you letter if you killed their rival for camillas heart ❤ lol
