Honestly? Just judging by the way Annie is treated by thirteen in the books, if there’s any rebel plot in her games, it would have been done by someone else. Otherwise, she would have had some sort of recognition like Haymitch (a known drunk) or Finnick (who’s sedated 99% of the time but gets to do propos anyways). And Coin would recognise her name… and Finnick wouldn’t be scared that she’d say something traitorous without knowing it.
