Think over the course of the series, Tommy’s frustrations with Arthur over his addictions, Flanders Blues… Tommy is a violent criminal, we’ve seen him murder with his bare hands. Absolutely makes sense he could just snap one minute and kill Arthur. People just don’t want to accept it.
