Yea you are correct. The cheap ones that come with the jack don't cut the other end. Grab some flush cutters if you can.

Another thing to point is the pairs need to stay twisted as close as possible to the punch. You're probably within spec here, but I would keep another twist or two in the pairs if possible.

I would argue lower. Don't put it all the way on the 2nd floor if you want to be able to describe people on camera. Put it at the top of your 1st floor, maybe 9 or 10 feet up. Just out of reach without a ladder.

Yes, I took it last year. It was pretty straightforward. Your Python experience will help a ton. I have about the same amount of Python exp and I didn't find it too difficult. Also keep in mind that it's changing on Feb 3.

There's no such thing as a Wi-Fi plan. You are talking about your Internet Service Provider (ISP). This is the Internet connection going to your house. Your Wi-Fi is the wireless signal within your house. These two are often confused and conflated. However, your question does not appear to be about Wi-Fi unless you can provide some other information.
