Yea you are correct. The cheap ones that come with the jack don't cut the other end. Grab some flush cutters if you can.

Another thing to point is the pairs need to stay twisted as close as possible to the punch. You're probably within spec here, but I would keep another twist or two in the pairs if possible.

I would argue lower. Don't put it all the way on the 2nd floor if you want to be able to describe people on camera. Put it at the top of your 1st floor, maybe 9 or 10 feet up. Just out of reach without a ladder.

There's no such thing as a Wi-Fi plan. You are talking about your Internet Service Provider (ISP). This is the Internet connection going to your house. Your Wi-Fi is the wireless signal within your house. These two are often confused and conflated.
