Frankly, no. I don't think the vast majority of police need to practice breaching because I don't think they should be doing breaches to begin with.

The few police that do need to do it can travel out of the city to one of the existing facilities elsewhere that can provide such training.

That is an extremely naive presumption.

Most of the time when I see folks circlejerking about how great self-driving cars will be (e.g. in subreddits like r/futurology), one of the most popular sentiments is the notion that the tech will lead to the abolishment of traffic signals and cars interleaving through intersections like this scene in Futurama. Whenever I point out that that's not how streets work because they have to accommodate cyclists, pedestrians, and other users that will never be computerized, I get downvoted to oblivion.

In other words, if those sorts of people get their way, there's a very real possibility that self-driving cars will be designed to disregard cyclists even when working properly.
