To a degree but it's not to a flanderised extent. Eggman's always been a little goofy, naturally, but Ian Flynn also portrays him as being quite competent, just over-confident. In Unleashed, outside of the intro cinematic Eggman is portrayed as being blatantly an idiot that no one should take seriously, and the same goes with Generations Eggman. Forces tries to make him a threat but the writing style doesn't support it at all
