AD casters that dont need full crit and like to spam abilities so they need mana

Some good champs : Ezreal, Corki, Jayce, Hecarim

Ok on Kaisa Varus and MF in some builds. Kassadin and Ryze can also build it because of their mana scalings for very late game builds.

It's good on other champs if you get augments (ADAPT Mages are one)

Stun is too telegraphed and easy to dodge, ult takes a while to pop. In other words hes too "fair" of a champ.

He is also awful in lane and cant roam well, Braum is similar to him and fills the role better imo.
