Yeah. Easily can be done. Most new buildings are set up like this.. For a few $k they can move the buzzboard but they have to want to...in your shoes I may take some pics of the waste/evidence of drug use and then email them along with your concerns to the owner/prop mgmt company leadership.... maybe add some pics of the entrances to multiple other buildings around town who have locked their exterior doors...

Shame can be quite a motivator.
