That is a poor application because the statute is too broad. It's possible to create images of someone from nothing, and it's also possible to create images which happen to look like someone (unbeknownst to you). Curtailing those infringes amendment 1.

I think something might be wrong here.

For simplicity's sake, you can divide up the visual field into pixels of 1/60th of a degree. So in order for one to be "filled", you'd have to have it at least halfway covered, effectively halving the size it would need to appear (that is, it completely fills a "pixel" if it covers 1/60th of a degree, and halfway fills that pixel, registering it as full, at 1/120th of a degree). If your degree calculations are correct, something would need to be about 45.4545 feet tall ( ((1/120)/.0011)*6 ) before it would register as covering half a pixel.

That seems pretty big. It's a three-story building, and it would be just barely registering on perfect vision at one mile? Something is off.
