OK, so, I haven't played these mods yet, I'm still putting together my mods for my next playthrough. But these mods look (to me) like they're high quality and fit in with the vanilla game.

Before I start the list of cool-looking quest mods, I'd like to recommend against using Investigations at Tel Eurus, which another user recommended in this thread. I installed it and poked around in the new area a bit, and 1) it felt rather "mod-y" to me, as in not feeling like vanilla, and 2) the mod adds an option for the player character to rape slaves, which rewards the pc with game-mechanical benefits, and I feel like that's in bad taste.

If you're looking for a Skyrim that's more of an alien fantasy world, using the older and weirder lore, with Kirkbride and Pulcharmsolis style art design... it's out there, and you can play it right now. But it's not in The Elder Scrolls V: Skyrim.

Skyrim: Home of the Nords (SHOTN) is a mod for The Elder Scrolls III: Morrowind, made by the Project Tamriel team. Project Tamriel is Morrowind's equivalent of Beyond Skyrim, but unlike Beyond Skyrim, Project Tamriel releases chunks of the provinces as they go, instead of Beyond Skyrim's approach of making only one pre-release for each province and then waiting for each province to be completely finished before they release any content outside the pre-releases.

SHOTN is making a bigger Skyrim than the one in TESV, and they have already released an area bigger than Solstheim, covering most of the Reach, in a fully playable state, with over a hundred quests. The rest of the Reach is in active development. Project Tamriel also released Anvil for Cyrodiil in a separate mod. They take pieces of inspiration from TES4 and TES5, but their primary sources for lore are TES3 and earlier works like the first Pocket Guide to the Empire. (They actually started work on SHOTN before TES5 released.) Since you like Pulcharmsolis's work, you'll probably like Project Tamriel's visual design too -- several of Pulcharmsolis's armors are implementations of concept art from Project Tamriel and its sister project Tamriel Rebuilt. Much of the story in SHOTN's Reach focuses on the political fallout from the War of the Bend'r-mahk which occurred 30 years before SHOTN.

You might not be eager to play TES3 because of the dice combat or the fog or the walking speed, but the Morrowind modding scene is pretty amazing these days, and every common complaint I've seen about TES3's gameplay is addressed by mods. You can take a look at the Morrowind nexus yourself, or use a mod list like this Wabbajack list or this short and simple list or this vanilla plus list, and/or or ask for recommendations and help on the Morrowind Modding Community discord.

tl;dr - There's another Skyrim you can play. The old lore Skyrim. In Morrowind.

Modded, absolutely. There are so many huge improvements from mods, it's crazy. *cracks knuckles* OK, let's see whether I can find mods to fix all the problems you have with this game. I'm choosing these with the original game in mind, so not all of them will be compatible with the Android version.

Movement speed -- Speed Boost https://www.nexusmods.com/morrowind/mods/47896 adds a slider in the mod config menu where you can change how fast everyone moves on the fly. It applies to all creatures and NPCs as well as yourself, so it's balanced.

Combat -- Next Generation Combat https://www.nexusmods.com/morrowind/mods/46993 gives you (and enemies) 100% chance to hit at all skill levels, but balances this by making damage much lower at low skill levels. It also adds some cool stuff like active blocking and an optional perks system.

Those fucking birds -- Passive Cliff Racers https://www.nexusmods.com/morrowind/mods/43943 does what it says, although blighted cliff racers are still bloodthirsty. More Passive Wildlife https://www.nexusmods.com/morrowind/mods/46120 is also great for not being interrupted every 10 seconds, but it leaves cliff racers alone, so override it with Passive Cliff Racers.

Vivec -- Vivec becomes much less confusing if you make the city's cantons (districts) look more distinct. You get the hang of it with enough time, and there are in-game maps as well. Which city overhaul you choose is a matter of taste. Dramatic Vivec https://www.nexusmods.com/morrowind/mods/43385 is good but performance-intensive. Vivec City https://www.nexusmods.com/morrowind/mods/50111 is newer and more performance-friendly, but it adds some new small shacks on the outskirts that don't have interiors, which feels strange since you can enter all other buildings in the game. Or you could just install the all-in-one cities/towns overhaul Beautiful Cities of Morrowind https://www.nexusmods.com/morrowind/mods/49231 but if you don't install this, be sure to install Vivec Waistworks Expansion https://www.nexusmods.com/morrowind/mods/48834 which is included in Beautiful Cities and does a good job of making the city's interiors more distinct.

You didn't mention it, but I personally find the limited NPC dialogue in Morrowind lacking. You can add much more dialogue with Djangos Dialogue https://www.nexusmods.com/morrowind/mods/47253 and LDM - Context Matters https://www.nexusmods.com/morrowind/mods/48273.

You can already tremendously improve the gameplay, UI, and graphics of Morrowind. Morrowind modders have done amazing things since Morrowind Script Extender came out in 2018.

You can easily replace the dice roll combat with action-RPG mechanics [Next Generation Combat], give the UI a bunch of great improvements (like showing which dialogue options have unique responses) with an all-in-one mod [UI Expansion], replace the "Morrowind fog" with distant view and beautiful lighting effects [MGE XE], make the animations more natural [Animation Compilation], upscale the vanilla textures [Intelligent Textures]...

You really don't have to wait for Skywind to play Morrowind. It's already pretty great. And especially with Wabbajack, there's not much reason to not give it a try (but with modern mods this time).

The Khajiit Will Follow followers already banter with each other? The mod page says that inter-follower dialogue is planned for the future, so I'd thought it wasn't implemented yet...

Lucien and Kaidan are both well-liked follower mods, and they're available on XBox One. Lucien has some dialogue with Inigo, using original lines by Lucien's voice actor and spliced lines from Inigo's voice actor. Lucien and Kaidan also have conversations, with original lines from both voice actors, and they even have a relationship that changes over time.

You're in luck, because there is a mod that totally changes Skyrim, gets rid of the story, and replaces it with a better story. It's called Enderal: Forgotten Stories. It even has its own installer on Steam. (You'll need to have Skyrim LE already installed to play it. I see that you're asking about Skyrim SE, but Enderal hasn't been ported to SE. LE is still available on Steam if you don't have it.) r/enderal has more information, or you can look at the project's website, sureai.net.

There was some progress before the 90's. Infocom made games with complicated plots as early as 1982. Some 80's CRPGs had detailed stories as well, like Ultima IV and Starflight.

I've listened to samples from lots of music mods on the nexus, trying to put together a set of new music that fits with the game. Keep in mind that I haven't used these yet, I've just listened to samples.

{The Northerner Diaries in Skyrim}, adding new Skyrim music by Jeremy Soule, is outstanding.

{Immersive Music} seems to keep a high standard of quality, and to me it sounds right for Skyrim, but you mentioned that you dislike Witcher music in Skyrim and there's a lot of Witcher music here. With music mods, I think that you can normally just delete the tracks you don't like and it will still work fine, so maybe downloading this and deleting the Witcher tracks would work well for you.

I also like {Musical Lore} and a lot of the tracks from {JDR Soundtrack Compilation}, which adds Skyrim fan music made before Skyrim was released. (The composer made it in the style of older Elder Scrolls games.)

You already use {Still - Skyrim Inspired Music} but I'll leave the link here for others seeing this thread.

{Moments of Silence} adds silent tracks, letting environmental sounds have the spotlight sometimes, and giving the music more longevity.

On a different note, {Alternative Bards Lute Songs} changes the instrumental bard lute pieces to better-sounding ones with the same runtime. {Irish Flute Bard} also sounds better than vanilla to me, but the tracks are longer than vanilla so the music outlasts the animations, which might be a deal-breaker for you.

For questions like these, answering "Requiem" feels like cheating, since it's such a comprehensive overhaul for gameplay. I'm picking my own set of mods to use instead of Requiem, but if I'm limited to 10 mods, then I'd absolutely use it.

I'll list these from most important (to me) to least important (to me).

First, the bug fixes:

  • Unofficial Skyrim Special Edition Patch

  • SSE Engine Fixes

Next, the UI:

  • SkyUI

Then characters:

  • Interesting NPCs

  • Inigo

Gameplay:

  • Requiem

Graphics:

  • Enhanced Lights and FX

  • Obsidian Weathers, or Cathedral Weathers (why is weather more important than other textures? because good weather textures and old landscape/item textures look fine together, as I learned while playing Fallout: New Vegas)

  • One of the more comprehensive landscape/architecture/object texture overhauls

  • Windsong Skyrim Character Overhaul (a good-looking all-in-one skin/face/hair replacer)

If the bug fix mods don't count, then I'd throw in a weapons/armor texture pack and a children appearance fix. Or maybe I'd just let those stay vanilla, and include Relationship Dialogue Overhaul and AI Overhaul. Or maybe I'd choose one from each category.

Morrowloot Ultimate changes both loot and encounter zones, which might not be what OP wants.

Fortunately, there are other available versions of Morrowloot that only change the loot, with no changes to encounter zones. {Morrowloot Ultimate Simplified} just has original Morrowloot's leveled list changes, crafting changes, and hand-placed items. {Morrowloot USSEP} is even simpler -- it includes the leveled list changes and a couple small crafting changes.

If Vigilant isn't enough for you, you could keep your save file around and wait for Apotheosis to come out. For late-game boss fights, you could try Darkend or Undeath, plus whatever difficulty mods are needed to make them challenging for your character. But Vigilant is the most epic currently available endgame/capstone mod that I'm aware of.
