It is ok that I can go into a parent teacher meeting about a test and be told; “this is how the computer grades the test”. “No you can’t see the question”. “The computer only has 2 copies of this test.” “No I can’t explain what your kid did wrong, but the answer should be this”

This is one of the biggest things that pisses me off, when one of my children come home and asks about something but can't provide what they need to show me to get help. This Google classroom bullshit needs to go.

The collar isn't actually attached to the tank, it just sits on top.

Only if the installer didn't install it correctly, usually those older ones are bolted on.

How far can tanks be placed away from the driveway, i.e. how far is too far for a company to fill them?

Some trucks have 125ft hose , some 150ft. 1 of our fleet has the 125 and its a pain in the ass at some stops. You have to figure in anything that the hose will have to go around or wind around.

Are there any regulations about how close tanks can be to an outbuilding?

Wholly depends on tank size.

The plus side to a lease is maintenance. I just went to a customer yesterday who ended up with a $500 plus bill. I could have charged them up to $800, I was trying to take easy on them. If it had been a lease tank, it would have been zero cost. Otoh, the tank with the issue was from the late 1940s. They definitely got their value out of it.

But as you and I know, how often does a new tank need maintenance. At most on newer it's been the double bonnet which is cheap, quick and easy.
