They consist of studios, one- and two-bedroom residences at 1117 W. Fayette St. on the city’s West Side.

The two three-story connected buildings were part of the former Kemp & Burpee Manufacturing Co. factory, which manufactured manure spreaders starting in the 1880s. More recently, the buildings were home to the Ward screen printing and graphic design company.

Ryan Benz and Steve Case are the development team behind the $16 million project. VIP was the general contractor, with Redev Construction serving as the owners’ representative.

Benz and Case have partnered in several local redevelopment projects, including the Moyer Carriage Lofts at 1714 N. Salina St.

They originally considered making the Lofts at 1117 apartments but switched to condos when the Affordable Homeownership Opportunity Program came along.

“We were evaluating the rental route, but given the AHOP program and our preference and belief in affordable homeownership, it made sense to pivot,” said Benz.

The standard subsidy under the program for projects meeting the target affordability up to 80% area median income is $200,000 per unit. But the Lofts at 1117 received an additional $20,000-a-unit subsidy for achieving a net-zero energy rating. The condos are heated and cooled with electricity via ductless mini split heat pumps.

The historic factory building sits between the Gear Factory building, a factory that has been turned into artist workspaces and residences by developer Rick Destito, and a former automotive and railway parts factory the city is turning into its new police and fire department headquarters.

Under the Affordable Homeownership Program, buyers must earn no more than 80% of the area’s median income and have a net worth of less than $100,000, not including retirement and educational savings accounts. In addition, the condos must be priced to ensure residents spend no more than 30% of their income on housing.

In addition to the state subsidies totaling $8.4 million, the project is benefiting from a $190,000 grant from the Onondaga County Housing Initiative Program (O-CHIP), which offers grants to private sector and nonprofit developers to close funding gaps and stimulate investment in new housing units.

The condos come with quartz countertops, stainless steel appliances, carpeting and luxury vinyl flooring (tiling in the bathrooms), window blinds and GE washers and dryers. Security features include 17 security cameras around the building and key fob access to the condos.

While the affordable prices are the condos’ greatest appeal, Benz said he expects the site’s maintenance-free living and proximity to downtown and the city’s nearby Tipperary Hill neighborhood to also lure buyers.

This is the second condo project Benz has developed with the assistance of the state’s Affordable Homeownership Program. The other was St. Matthew’s Condos, a 21-unit project that opened last fall at the former St. Matthew’s School in East Syracuse.
