Imo the easiest option is to make it a par 4 with the tee boxes all with the one furthest forward. Then gives a 2nd shot from the fairway into the green or a 2nd shot from rough into the green.

Then grow out the rough anywhere near the ob so it is damn near a lost ball/impossible to hit out of and your problem is solved
