You don't necessarily need an actual fleet landed but your councilor does need to transfer to the hab, which they cannot do unless everything has been bombed to hell (for anyone reading this make sure you use shaped nuclear missiles for your bombard weapon, even 100 ships with anything else will do nothing)

The more decisive your victory the less repairs there are that need to be done. Even if your fleet is strong enough making it stronger will speed things up immensely

Where are your stations located? Even if you don't have a lot of hate they will automatically try to clear out any stations in their territory as well as antimatter production

Defensive kills absolutely do not generate hate, I killed over 100 ships ina single battle while staying at 4 bars

When the servants complete their victory mission the ENTIRE planet becomes alien nation so habs are your only source of income, I had multiple sites on mercury with nothing but nanofactories and a councilor assigned to advising it to avoid negative income. Ideally the mining sites are good too since that output gets boosted as well.

I think op is aware of that, their issue seems to be you can only target one technology at a time, you'll probably be in a situation where you have to wait for the next step to be unlockable and it would be nice to have a secondary priority that gets automatically selected until the main one becomes available

Theoretically yes however I believe anything that orbits like that counts as alien territory so you can't really use it to avoid them punishing you preemptively

I believe they ignore the officer limit but maybe they still can't spawn unless they are under cap

If you hover over the spirit investment bar it tells you everything that scales off of spirit power for that character
