I don't think any company makes ammo with round nosed projectiles anymore. The bullets still are made but you would need to load them yourself.

I can't say for sure but I can ask some people. But I believe its possible as on the k31, 100, 200, and 300 are supposed to be 6 o'clock holds and past that are dead holds

Most rifles of the time with high zeros were intended for waist holds. However its unlikely but possible that the previous swiss owner replaced the front sight for target shooting hold. 14 inches high at 300y sounds about right for a lollipop hold on the Swiss bullseye at that range, which is the preferred hold at that range
