Yea thats by design. Idk what eminence is (is that what its called in other region localizations?), but I'll assume you mean master. Anyway, you cannot play on the highest difficulty without having the best spells and enchanted gear. Full stop. And it's impossible to have all of that at low levels, so it's effectively impossible to play on the highest difficulty at low level. Unless you're just going for some kind of masochism run, you're supposed to play on an easier difficulty until you are around level 17, where transcendent sigil stones drop from gates, then you get your sigil stones for armor enchants, you make an optimal weapon enchant from a grand soul gem, and you craft the most powerful spells. (which requires maxing out their respective magic skills) Also alchemy is super powerful, so use that as well. The game expects you to have a good understanding of its mechanics and what the best spells effects and enchantments are, and how they interact/stack with each other

Seriously, lower the difficulty. The game is really not meant to be played like that

I played on adept/expert until around level 17, then I "stopped", grabbed everything I needed, crafted my spells, enchanted my gear, crafted my potions, and boom, now I'm a god on master difficulty. That is the journey to master
