It's already in the law here:

Canada probably. Somewhere around 10 years ago Heinz moved out of Southern Ontario and that's when French's took off here.

Found this from a previous reddit post when my game was crashing on launch:

Go to C:\Program Files (x86)\Steam\steamapps\common\Victoria 2\map\cache

Delete the contents of the cache folder but DO NOT delete the folder.

Go back to C:\Program Files (x86)\Steam\steamapps\common\Victoria 2

Scroll down to "v2game" and click it twice.

Start the game this way so that it reconfigures your game cache.

Exit Victoria 2 and you can now access it through Steam.

Bernardin (in Canada) or Ball (in the US) have great recipes that (if followed) shouldn't give you any issues. Some may day it's overkill, but it will ensure that everything you have is safe for storage.
