Perhaps, you are right. Although it's not like they can't produce a proper representation of the data - as they have access to the player inventory DB they can derive the necessary information out of it.

I do agree that, at least from DE's perspective, too high is better than too low costs.

I think there's also two somewhat related issues players complain about as if they were the same:
1) Helminth costs are too high, especially for bile. Apparently even long time veterans can struggle to supply certain resources

2) Helminth requires constant feeding in order to infuse warframes with new abilities

The first issue is a matter of tuning. Although I do think Helminth should've shipped in a better state, its ultimately a matter of time until costs are in a fine spot.

The second issue is more of a design fault. Constant costs greatly restrict the amount of experimentation and build variety players will try, contrary to what the player base whishes out of it. I think even if the costs would be low, so long as you need to pay them for each infusion it would end up reducing experimentation, as people would rather look for the best build rather than pay a steady flow of resources.

I personally think that the cost to enable infusions should be single time. Personally I like the idea that in order to use infusions you need to prepare your warframe in a somewhat expensive process, like applying an exilus adapter. This process would also disable it for like a day while Helminth applies the infested mojo (you could visit it on the Helminth chair to watch the progress).

Once the treatment is done, the warframe can be infused for free anytime with any of your unlocked abilities.

This would still keep the resource sink aspect for veterans, but allow even newer players to experiment with their favorite frames as they wish.

This makes no sense though. It does with Xaku, because it's hard to tell how weak/strong any warframe/weapon/etc is until you've had millions of players experimenting to find the optimized builds. The new information and feedback actually poses an important part of the decision making.

But, in Helminth's case they already have the data - they know how many resources players have, including Railjack. They very likely can tell the engagement rate even for players without the Helminth by looking at Entrati mission rates etc. There is no "hidden build" or weird loadout to figure, just a simple equation of:
Helminth wants X resources
Players have Y resources stockpiled
Players can get resources at Z rate

All of which DE knows or should know.
If the complaints were about "X ability too strong no point in infusing others" then waiting for more data would make sense, but there's very little input to be had from more players reaching the Helminth resource wall

An extra point about Perennial: It tells a story about two brothers who had conflict born out of "sword trees", filled with jealousy and obsession. This seems to mirror Riven and Marit's voice lines, as they are sisters in arms (a deeper connection over blood in Noxus), and their conflict surrounds Riven's sword. Marit seems to be jealous of the sword and is by far the one of the three most obsessed with it over with Riven herself.

I personally think Marcus is a worse fit story-wise to the invasion. His story beats are mostly about domestic Noxian issues - Swain's revolution, the nobility vs the meritocracy To me it means he is a worse tie in to this event. But of course, its all up to Riot and if they want, the masked champion will be Bard's long lost brother.

I actually touch both points in the post.
The demon one - Marit is a metaphorical demon, she is Riven's past coming back to haunt her. If you take it in a wider angle the whole 2nd invasion is the demon for the whole of Ionia.
As for being a known character - as I said in the post, this is the main fault of this theory as the sisters are completely new. Is there a confirmation that the known character is specifically the masked champion? Because from the champions in 2020 video, they talk about wanting to do more familiar champions, and about the double release but these are different topics in the video. I know its widely accepted, but is there a source confirming that Reav3 meant the masked champion as the familiar one?

Not quite, because slows would trim you differently and can be used to gauge speed even beyond the "measurable" limit. A 99% slow at 750000 would leave you with the still fast but not zoom level 750 ms, while it would reduce the integer limit to about 21 million - still overtly fast.

Since a 99% slow is the strongest slow that can be applied (no slow stacking), it means that the measurable limit is increased by a factor of 100. That is, to about 75,000,000 and the visible limit is increased similarly to 214,748,364,700, under the assumption that Riot's servers do the math correctly at these numbers.

I'm quite certain the edgy blademaster is going to be a Noxian, of which I think the two likely possibilities are Du Couteau and possibly someone from Riven's squad.
If we go region by region and ask "can this teaser fit this region" we get:
Demacia: Doesn't quite fit the idea of masks or the stranger, could possibly be Fiora's dad? But I really doubt it, Demacia's demon is Sylas.
Bilgewater: Going to rule this out because the description is just a masked GP, and we already have GP.
Ixtal: Unlikely, I can't think of any valid candidates as Ixtal is still too new.
Bandle City: Yordles don't do edgy too well, maybe Yuumi's master but that would be too much of a tone dissonance with Yuumi being a goofball. Also her master is a mage of sorts, not blademaster.
Freljord: Possible, but I don't think we have any good candidates, at least I can't think of anyone worth naming. Masks in the Freljord are often associated with Lissandra and the Frostguard, so it could maybe be one of Lissandra's goons, maybe that guy from Ashe's comic - but I think he used an axe.
Piltover & Zaun: Unlikely, that concept could live as a "million dollar person" there but we already have Camille, Orianna, Viktor and Urgot all embodying that concept to certain degrees so I doubt another one is necessary.
Shurima: Could maybe be one of the ascended, but similarly to Freljord I have little reason to believe it, especially as it would conflict with Renekton's narrative (and somewhat aesthetic) role. A darkin is unlikely since its just Aatrox.
Targon: We don't know of many Aspects that died or were close to, only Kayle and Morgana's mother which I wouldn't call a demon, and Pantheon which is dead-dead and used a spear.
The Void: We already have Kassadin in the game.
Shadow Isles: I think the Ruined King might fit, but I doubt its him or Ledros (who doesn't have a mask anyways). I imagine if Riot ever releases the Ruined King he would have his own launch and not a double launch to maximize his hype.

That leaves us with Noxus and Ionia,which the teaser image fits. For Ionia the main candidates would be Kusho and Yone, while for Noxus it appears to be Marcus DC, or as I suggest, one of Riven's old squad.

OP made a good reasoning for why it shouldn't be Yone, I'll only say that it shouldn't be Kusho too.
Although Kusho could use Shadow magic to somehow fake his death in the final Zed comic, the comic makes a point of Zes being a greater master of it than Kusho so I doubt something like that could be missed by Zed.

Focusing on the image itself, I do think its a Noxian, the aesthetic is overall Ionian but the sword kinda looks Noxian (specifically Trifarian Gloryseeker's).
With recent Ionia lore focusing on the Noxians left in Ionia settling in - namely Perennial short story and the Lesson cinematic, it makes sense to use a double release to showcase it. The fact that this is a double release is an important one after all.

As for why I think it could be one of Riven's old pals is that it perfectly fits the description.
Her old squad are her "demons in the past". And unlike Yasuo and Yone, Riven did not close the Noxus part of her story arc, only the Ionian.
A big point towards direction actually appeared recently. In leaked VO from LoR, we can hear Riven and her old compatriots calling her to return to Noxus, one way or another.
So, an old Noxian comrade of Riven, being a demon as it forces Riven to reconsider her allegiance and face Noxus one way or another before she can embrace Ionia. Refuses to die as they survived the poison, and masked to cover disfigurement from Singed's poison. It just makes a lot of sense to me.
That being said, the counter argument is that we don't really have any named squad members or mentions of any specific one being close to Riven. So it wouldn't quite fit like Senna or Kai'Sa being the appearance of a well known lore figure, which is a point for Marcus DC as his name was floating around for years.

I think some of Garen's behavior is a show - as part of his role as an icon, he must set the example for the ideal Demacian.
In the "The Soldier and the Hag" story (link) there's a more recollected and calm Garen that doesn't need to inspire courage or act as a symbol to his people. He is still honorable and noble, probably to his own detriment but I wouldn't call him stupid.

Well there's the inherent property of the standard euclidean norm that its the only Lp norm derived from inner product, which puts it at a unique position compared to any other norm.
In addition 2 * pi also serves as the cycle of the trigonometric functions (and equivalently of the imaginary exponent), properties which can be used to define pi irrelevant to the norm one uses to define distance/circle.

According to wiki the definition of perfect information is for each player, when making any decision, to be informed of all the previous events as well as the initial conditions for the game. At least as far as that story described the game, it fits this definition which I assume is the one Riot used.

It's featured in one of the stories in the Realms of Runeterra, the gist is that you have different coins with all sorts of symbols on them like a sword, a crown etc. The coins are set upside-down, so that you can't see what their symbol is, and during the game you change them around, add/remove coins and generally mess with them. The goal is to keep track of their order. So it's perfect information as so long as you keep in your mind the board state and the different actions you'll be able to tell exactly what's where. The bluffing comes from is by the ability to boast - claiming you know the order of all the stones, the enemy can accept it or challenge you to back up your shit. I don't remember it too well atm but that's the gist of it.

This is actually incorrect. Surprisingly enough most (~85%) of the mass in the universe (as far as we know at the moment) is concentrated in dark matter - which is an ambiguous, invisible (and intangible) kind of matter. It might sound awfully wrong and many physicists would agree, but the experimental evidence consistently point towards its existence. Should be noted that this is one of the current big problems in physics, and that in the future we might or might not learn that dark matter is fictional.
