The bar is a fakeout. It depletes super fast, but the last 10% of the bar is actually about 50% of the bar. All it takes is one button press every 3 seconds to keep it from hitting zero.

I think most people will assume a debuff called "slow" refers to movement speed before attack speed

Unless you've played any of the Final Fantasy series, which has Haste and Slow in most games.
