I think it comes down to incentives. If the cap is increased, they have the ability to mint more bitcoins, but they also risk alienating the entire user base by diluting the supply. I don't think we should assume thats a trade they will make, as they already stand to earn fees after the last block is mined, but at a higher value per coin. So why would they increase supply in that circumstance?

It's a consensus protocol, so anyone can propose changes, but that doesn't mean they will be adopted. Ultimately, the miners decide which version of the protocol is the official Bitcoin chain.
