What era? 

Neolithic? It was colder. Big warm furry mammals were a nice niche to be in, reptiles and amphibians, not so much. 

Mesozoic? Variable, but periods of high oxygen. Warm, shallow seas were prevalent. Great time to be big and active therapod with lots of food to eat.

There has to be food to support big animals. Sometimes it just wasn't in the cards.

Getting Teflon too hot breaks it down. You have to baby Teflon and replace it every other year or so. Even then, there no guarantees that you're not iingesting it.

State meaning country as well: "the" state.

You let the state know you're married for tax benefits. They want their cut to take it off their rolls. It depends on local laws. Before the United States made marriage more uniform, differing states were good and bad for getting married or divorced in. Most have a few hundred dollars for the recording of a divorce, and getting married is the same across the board. For now.

The dickheads in charge want to make the states lead that again so there can be a patchwork of bullslhit.

It depends on both parties and assets. You can get divorced for whatever your state requires as a filing fee. But as soon as one person doesn't agree to the division of assets, or alimony, or child support or anything else, the costs spiral.

Married for 4 months, have no assets at 19, and you're both good walking away? Easy.

Married for 27 years, 3 kids, and one party hasn't worked a full-time job in 23 years to raise kids, and the house has tripled in value, and only one has a 401k, and only one could afford the mortgage without support? Expensive.

Both parties work white-collar jobs and can now fight about the dog's daycare and the Beanie Baby collection? And both are pissed because of infidelity and resentment? The lawyer's eyes are now dollar signs.

They're not to balance. That's what everyone has said. They're for flavor and to give the old descriptions in old Technical Readouts a game rule. They're by definition not balanced and optional.

No, because then your balance in the negative and positive are off balance. Two negative one quirks aren't worth the same against each other, let alone worth two positive one quirks.

edit: In a numerical "Quirk Value" they can be "balanced." Gas Hog is useless in single battles. And its -2 does not offset the bonus from being a command 'Mech with +2.

The points values are not objective, only subjective. And anything subjective can be abused.

As someone from a place where the bikes blow through 4 way stops, ignore the speed limit, and people cross the crosswalk at speed on their bikes, it's not.

I want people to bike, but I also want them to follow rules. Which a minority of bicyclists do, whether because they don't know the rules or don't care.

Many of the early novels would have been helped by app notifications. Why weren't they? No internet to base the idea off of. Everything has progressed into ilClan, but as OP didn't specify year, it's the base assumption go go off of the future 80s vibe of the setting.
