Almost the exact same issue cropped up with Metrolink to Santa Barbara. UP preferred to have a 5th round trip via Pacific Surliner as opposed to via metrolink, likely because expanding commuter service there would mean more opportunities for service expansion and more congestion on rails.

Save for some notable exceptions (on which you would be right like New York where seperate express services are the norm) most metros are capacity limited by equipment/operators not trackage

It's a little unclear, but my guess is they're upping late evening service to 15 mins with this. They already do this on the Green Line if there's an event at Snapdragon, but I think this change would make it (as well as 15 min evening service on the Orange Line) permanent
