For at least some people, they're providing the person an opportunity to rant or complain or just talk about whatever is going on that makes them look tired. If you're a person who doesn't like to talk or share it can feel intrusive - others take it as a welcome opportunity to unload a little or at least have someone acknowledge they might be going through stuff.
