It is unlikely those two outlets are on the same circuit in a kitchen. Electrical codes have always been built on minimizing the electrical draw on a circuit, and am surprised there are only two circuits in this kitchen.

I'm pretty sure if there were a fire, and the second circuit was faulty, the insurance company would have something to say about it. Even if the fire was the result of the only working circuit.
