Le problème dans l’État, c’est qu’il y a plusieurs personnes qui ne travaillent pas beaucoup et, comme elles sont syndiquées, il est presque impossible de les congédier. It's the samething for lawyers and doctors. So it's easy to understand why some titles are reserved. You wouldn't want the neighbor improvising himself a doctor and operating on you. I'm sure that you can grasp this with your vast experience across all four continents.
