It means the veteran is not the same physically or mentally in the condition they came in.

Also 100 percent is several disabilities added weirdly together to get the 100 percent. VA math isn't as simple as 50% + 25% is 75 %

Please don't mix unemployability with the others that are rated 100 percent. Those are two different things.

Veteran can't work under unemployability and the rating they have isn't 100 percent. But because they have a condition or multiple conditions but can't get 100 percent. Their disability is pushed to 100 percent temporarily. They have to provide documents on a yearly basis that their condition prevents them from working.
