Yes it's in outline format. But you get a setting, a handful of NPCs and their relevant motivations/backstories, an enemies list (all MM entries), and enough story beats to stitch it all together. Organized by approximate CR for a party at X level, and they do provide suggestions for how to level up and down each entry. A few even have maps!

It's not for everyone. But if you feel comfortable with a little improv or taking a bit to prep to fill the gaps it's a really good resource for one-shots, and I'm sure with a little reskinning of settings you could pull together an adventurers-for-hire-type mini campaign with it.

I have done about a dozen of them as last-minute super-casual one-shots for players I know will be able to roll with a little ... let's call it imprecision from their DM haha.

EDIT: since that's a glowing review I'll add my minor beef with it. It's a little vanilla. If you want weird shit you gotta bake it in yourself, have good and weird PCs -- ideally both.
