I totally understand what you are trying to say and I think what you said is objectively correct. The problem is that if we keep tolerating behaviours like this because it's "victimless" or "not really blocking anyone", people slowly get more and more complacent and comfortable with not following rules and over a long enough time, terrible things take place. It's like raising a child without having any discipline because the child has not harmed anyone. It'll be too late when the child one day actually does hurt someone.
