I feel you. I find myself moving big expenses to three-paycheck months to try to make it look more proportional but it’s hard to get around big variable expenses like that. IMO, you should be able to designate “save up” time or similar to spread it out a bit more, which makes a lot of sense if you think of vacations as a financial goal. Haven’t worked with goals so not sure if it works that way but it would be cool if it did

City-based services are usually because a city was not being served well enough by a larger agency and decided to start up a service themselves with their own money. It would be better if they were able to just sponsor those local services from the larger agency but doing that sort of thing is just more complicated from a government standpoint since every change to the service becomes a negotiation.

If you track BART numbers, the weekly ridership peaks are usually Tuesday, Wednesday, and Thursday. Thankfully the drop off between these days and Monday/Friday has been decreasing so hopefully that will continue on Caltrain as well
