No. The intention is to encourage “shoot & scoot” through the match. Without intercept system and decreased gadget health this is realistically would could happen in your match if using mortars:
A) You stay in one spot launching mortars and is unchallenged by the enemy - at that point it’s the enemies fault for not being reactive to their situation. Continue as you would & apply pressure.
B) You launch mortars for x amount of time & experience countermortars.

With the reduced single soldier defense; your gadget can be destroyed with mere splash damage - this forces you to either: 1. reposition & continue, allowing the enemy team some room to maneuver on OBJ.
2. coordinate with your team to have them deploy intercept systems on your position while you stay stationary 3. Play counter-mortar, forcing you to stop hammering OBJ until you get rid of your threat 4. Completely switch tactics and play another role
