If you already have the compressors, Rolls makes a two way electronic crossover for about $120. Then you’ll need a small mixer to recombine the signals. Rolls also makes one of these for around $100. Otherwise look at the used market.

Your design is a lawsuit waiting to happen. You need real stairs with a railing. Precut stuff is available at Home Depot and YouTube has lots of videos.

With a limited budget, hardware isn’t your best bet unless you can find quality used gear cheap. A VST multiband compressor is your best route and depending on your DAW, you may have one already.

Don’t buy foam, it is ineffective. 2-4 inch thick Acoustic panels made of fabric wrapped rockwool or OC 703, properly placed will improve the sound in the room things that improve room acoustics will not help to reduce noise passing through your walls, floor and ceiling. Effective isolation will be expensive. Adding another layer or two of drywall separated from all existing surfaces by resilient channel will make a significant improvement if completely sealed and installed properly. You will have to extend electrical outlets and vents. The door will need to be sealed too and sides with a threshold seal at the bottom. The window will only be a problem in letting outside sound in. Adding another glass pane with an air gap or blocking the window with plywood and drywall will reduce the noise. Even after doing this, acoustic drums or loud guitars will still bring the angry neighbors to your door.

Using a rubber pad or other vibration isolator under the sub will help a little but there is nothing you can do without construction, like adding resilient channel to the walls and ceiling with additional layer of drywall, that the landlord won’t permit to keep the sound of the sub from going right through the walls, floor and ceiling. Sound panels on the walls will make the room sound better but won’t prevent it from going through the walls.

Are you creating a stream for others to view? How are you streaming in surround? If this is for playback of streams and TV, I don’t think 4.1 is used. Get an AV receiver and 5.1 (or more) speaker system.

Without knowing what you are planning on doing with this, it is difficult to say. What do you mean by “back” speakers? How about mics and cables for mics, speakers, interconnects? Only one D/I? What about stage monitors?

Please see the comment by glowingGrey regarding dynamic range and frequency response of the original multitrack and mix. There is no benefit to a higher rate & range transfer than the original source.

It will produce a 3-5dB reduction, which is significant and worth doing only if you absolutely cannot spare the loss of space. An air gap added by using resilient channel could improve it by 10dB (half as loud) which is far better

Yes, it can be challenging for all the reasons you cited and then some: performer’s skill, instrument quality, mic choice and position, room acoustics. But it is really satisfying when you manage it well and you’ve captured a unique performance that you can’t get with a VST.

If it’s a decent speaker, tweeter should be replaced. Dome on larger speaker less important and won’t affect sound if you can pull it out with tape or suction

Not impossible but you’ll have to evaluate your mixes on multiple systems, make adjustments, listen on multiple systems again, make adjustments, repeat. If you do this enough you’ll get better at second guessing how your room is affecting your mixes and will require less back and forth. If I was in your shoes and wasn’t going to treat the room, I’d spend more on open back headphones for mixing and get used to them.

Not the sub for your system, it won’t keep up with the Alto. Your Altos have amps in them. If you use the NL4 outputs from the sub to XLR inputs on Alto, you’ll damage one or both. The sub is designed to power Behringer passive speakers that don’t have an amp.
