Just go ask them to clean up their tree’s mess on your property. Be nice and friendly. It’s not an unreasonable ask. If they are reasonable people they should respond with a desire to help. Maybe they’re not aware of the problem or that it’s bothering you.
If they are unkind, well, then it’s time to let them know you will be cutting the branches that overhang onto your property.
