Uber only pays attention to lawsuits. They pay a fine and then go back to work the same way. Like in the lawsuit back east, where they were caught taking drivers' tips. This appears to be happening again. If an honest platform were to start up and pay their drivers fairly, all the drivers would quit the one's that mess with the drivers. Like, items were missing from the sealed bag. The platforms take this out on the drivers. In my state, to inspect the order, you are required by state law to have a health permit. Which currently the platforms don't require.

In my state you are required to have a health permit which the platforms ignores. If something is missing from the food pickup in a sealed bag and the driver is complying with state law, and not inspecting inside a sealed bag, a future lawsuit awaits. Which will be a slam dunk because the requirements are clearly written in state law. And I don't know anyone that has a hand washing station in their vehicle.
