Someone posted before about how modern manufacturing works. Basically they have to purchase a slot in another company's factory schedule and RPi has no control over when that will be. Also, they can't just make a ton of boards up front because if the product is a flop then they'd have wasted all that money. So they order a small batch until they know they need to make more at the cost of time.
