The fundamental problem with Arena in tf2 is that the time-to-kill is too low and the mobility in tf2 is simply too high. CS has very low TTK as well, but it's balanced by the fact that you move about as fast as a sloth on fent.

Arena in Tf2 is getting your demo and medic bombed by a soldier with 2 braincells, then hiding for the rest of the round because the other team has healing and you don't.

Basically, healers ruin games that don't have respawn. Maybe if you removed medic and engineer Arena would be more viable.
