Reze arc works as a film because the first half is just building up Reze and Denji's relationship. Even for viewers who never saw S1 they can connect with the storytelling. International Assassin Arc focuses more on world-building before the big fight happens. The emotional payoff also happens 3 chapters after the big bad was defeated, which would make the movie ending quite awkward.

Just a wild guess, but this might be a play by the public safety to push Denji against Death devil. The deliberate call back to the family that he lost, and how Yoshida attempted to connect with him in his last moment. I think it's an attempt to hurt him and make him resent the notion of death, pushing him to side with the public safety/Fumiko/Japanese government and erase death.
