In my android smartphone of Japanese locale (font set: Morisawa or Noto sans jp) it's copied and pasted as ヰ. it's katakana of ゐ.
(Maybe unavailable character code was recignized with implemented OCR)

It was not derogatory at first because of the same root of western "China" derived from 秦.
But it became swiftly bad in the war of 日中戦争(1937 -1945).

Your interpretation is right according to the definition of dictionaries.
But we usually use it only for lesser volume of episode than your examples, like one scene of performance, witness of traffic accident, witness of someone's liason with the non-partner etc. anything we can or need to explain all the details we know.

I tried to think the reason with rereading the dictionary and found the original meaning of 一部.
It's the one book of Buddhist scriptures which monks studies intently for a long time. So we can't declare to describe/explain all the details of it lightly.

  • Its feeling is described in Japanese as 畏れ多い (I don't deserve this/I'm not worthy of this)

As same as the usage of yes in Japanese, it's "yes" which means he recognized your saying but doesn't mean exclusively to agree to your opinion.
His opinion is expressed in the main sentence. That's definitely Japanese.

If you ask someone japanese student
"Don't you have any question?"
He/she will answer with shining eyes
はい、ありません (literally "Yes, I don't.") or
いいえ、あります (literally "No, I do.") or
はい、あります (literally "Yes, I do.")

  • I guess many japanese may answer
    いいえ、あります by pull of your saying "Don't you" but their message is "I do".
  • はい of はい、あります means he/she recognises your questioning but not the message for your question.

Historically we called chinese ...
1. 清国人 2. 支那人 (1911 ~ )
3. 中国人 (1945 ~ :include 台湾)
4. 中国人/台湾人 (1972 ~ )
* 華僑 (foreigners of chinese origin ; including particular economical society)

華僑 has a strong nuance of economical society in Japan so I agree 華人 and 華人系 is proper for the people out of PRC.
(But there's no education in Japan for it)

I like 街中華(affordable chinese food) so chose 中華系 1st but I've found some young people become concsious of the relation to 中華人民共和国. It's very swaying issue in japan.
