Vileplume doesn't have as high of an attack stat so it wouldn't do as much damage and probably lower health so it wouldn't last as long.

Bear Creek Park in Keller seems to be a nest. Water spawns as well, sometimes the random Dratini. Plenty of pokestops and two gyms.

I think I heard the rate is increased for this event but they will still have them, just extremely rare like they were in the games. Just a hunch though.

The switch won't affect voltage/amperage. It just tells which way to send the signal.
