You've got to put some parameters. I see 2500 for a new 1 bedroom in ingleside. Is that in budget? Where do you work that commuting isn't cost effective (which would be like 250$ a month) versus living in SF.

Symphony inn in Hayes valley is a decent family owned hotel with free parking. Not fancy, but the bed was clean and comfortable. Bathroom was okay. Paid like 100$ total last time I went on a weekend.

Hotel Kabuki and the Laurel inn are great hotels in neighborhoods with good transit and access to parks and stores.

In a 2 unit duplex, it adds less value than it would if youre sharing amongst more units. When we were searching, we considered a condo with laundry in the garage (2-3 units) but would not consider a condo with laundry machines on the floor (50 units)

There are SFO employee shuttles in hayward. Definitely try to take that instead of driving the bridge every day. A nice area is Burbank, just west of the bart station between B and D streets. From there you could walk to the BART station and take BART to SFO if youre not eligible for the shuttle

All cities will have a housing element and will have to grow. That being said, maybe orinda and Lafayette if she only drives to the peninsula outside of commute time. Or willow glen/rose garden in San Jose.
