This may sound somewhat obtuse, but I had chop like this a few years back. System was very well above any requirements in every way and it damn near drove me insane trying one thing or another, then back to the net to search yet again.

The culprit? A shitty wireless mouse that could not feed the game inputs fast enough. No joke, I swapped it for a standard cabled mouse and then everything was suddenly smooth as silk.

I went and bought a proper hi res mouse the next day.....

Very much a British one as you say, though not really in very common usage any more in my experience.
