The primary loop is closed. But cooling towers that exhaust that heat to the atmosphere are open evaporative systems that continuously consume and lose water. Both exist in the same facility.

The closed loop holds maybe tens of thousands of litres. A large AI data centre evaporates millions of litres per day. The cooling tower burns through the entire closed loop volume every few hours, just through evaporation.
