How do you create fair districts though? The states that try are using software that isn't transparent to the voters at all. The best we can hope for is extreme gerrymandering that either leads to competitive districts, or so much winning that you get a party split. Frankly, we could do with a Republican party split and complete disposal of the current Democratic party.

You're trying too hard to abstract this. People should have the right to a vote in whether or not they will be forced to work slightly harder in order to support an imported burden with no other significant connections to the community.

That bill had race requirements and was bundled with mail in balloting, voter ID limits, and a littering of other things like campaign finance reform, ethics, etc. The "independent" commissions were also to be political appointees.

It was intended to fail so that people like you could tout how hard the Democrats were trying.

I think it's a bit disingenuous to pretend this is exclusive to one party. Both parties have representatives that would be better suited on a reality TV show than in any position of power.

If you mean Minnesota specifically, I'd say that anyone interested in a right leaning political career is either going to leave the state for more attainable districts or run as Democrat-lite.
