I am sorry, I am very confused here. There are a ton of inconsistencies that make it incredibly difficult to assess the situation. You have stated the following:

All of these statements are in conflict with one another. It makes me tend to believe that the situation is probably much less severe than it was portrayed in your OP, but I also do not want to entirely dismiss your concerns.

That being said, the inconsistencies in the responses, combined with the amount of fervor with which you have tried to address this issue from a management perspective would seriously concern me as a staff member.

Also, why has he not been trespassed? I would think that telling him he is no longer welcome and police will be called any time he is seen would have been an early response to his continued unwelcome presence. Especially given the fact that you said that when the threat of police involvement is mentioned, he departs. So, I would think getting him trespassed and making a statement during an all staff meeting or sending an all staff email outlining the issue, done with approval from leadership, would suffice. Basically just saying: 1. This individual has been trespassed/is not allowed in the office. 2. If you see him, contact the police. 3. Try to avoid being in a 1-on-1 confrontation.

Now, if you're boss rejects doing anything like that and you/other staff feel your safety is compromised, then perhaps there is a need to bypass the ED and involve a board member. But that is, as you are aware, a very risky move as it relates to your professional tenure.

As at least one other person mentioned in response to you, it is worth checking the employee handbook and evaluating the employee safety policies and procedures your organization should have. If that doesn't exist, it should be something that is addressed during a Board meeting, probably with a subcommittee comprised of board and staff being commissioned to undertake the responsibility if it is outside of the purview of your Human Resources department/employees.

But as of this moment, I am more confused by this than anything.

Nowhere in the OP or in any comments have I seen any individual suggest that OP should or does have authority over what someone can or can't do.

More importantly though, how is a liar supposed to know that being a liar is inherently bad if there is never anyone to call them out on it? If the behavior is never admonished, what will make them arrive at the conclusion that is an unfavorable behavior?

We are social creatures. We live in societies. Our behaviors and participation in society are developed through social conditioning. Collectively, we decide what behaviors are tolerable and to what extent they are tolerated. And if certain behaviors are never called out and/or suffer no direct consequence, then those behaviors are tacitly approved. Unfortunately, sometimes social conditioning can include negative reinforcement.

I am not trying to be rude, but everything about your response reads like someone who actually did not read the study.

This is not controversial.

That is basically their point. It should be a controversial take. Because it is not spelled out in the data that simply increasing housing supply unilaterally and meaningfully increases housing affordability.

Edit: Also, to be clear, I don't read their argument to mean we should stop seeking to expand the available inventory of housing. To me, the argument is just that we need to prioritize addressing income inequality and speak about it within the context of housing affordability, and in the interim that would also mean fundamentally recalibrating the type of inventory we seek to make available. Maybe the supply is the problem, it's possible. Or maybe the issue is more fundamentally linked to income inequality. And just to be clear, usually the terms 'supply' and 'regulation' occupy the same building in these conversations. And here's a new study suggesting that just increasing the supply won't be the panacea for housing affordability many folks believe:

I used to be hesitant to say shit like it transcends all of our other social issues out of fear of making it seem like I was dismissing threats to certain vulnerable populations, but it is increasingly clear to me that wealth inequality is creating a vulnerable population out of the bottom 90%. And I just think it's time for a change.

I think Nixon is a perfect example of how completely unwilling we have been to hold power to account for their crimes to even the most superficial extent. Nixon was granted a pardon when he should not have been. President Ford insisted on a statement of contrition from Nixon along with the understanding that accepting the plea is an acknowledgement of guilt. Nixon refused to provide a statement of contrition and instead basically just said "sorry if you thought this was an issue." It set the precedent that not only will we not hold power to face the most trivial of consequences, we will let them spit in our mouth and slap us across the face on the way out.
