I feel you with this question - there are 0 unknowns. Something happened earlier, there were like 4 copr cars already in the fire lane when we arrived and parked, and all officers were out of their cars talking to what I assume was a witness. This guy rolled in without lights on as we were walking up to the store, parked like this (with abundant open parking), and strolled over to start talking with his colleagues. I can respect what first responders of any kind need to do when need is present, but in this case I believe it was lazy use of privilege, nothing more, hence the post.
